Mix the Flour and Water: In a large bowl, combine Sweet Rice Flour and Sugar. Gradually add the Water while stirring, until you have a smooth and thick batter. Steam the Mixture: Pour the batter into a shallow heatproof dish and smooth it out evenly. Place the dish in a steamer over boiling water and steam it for 20 minutes. The rice cake should be firm and slightly sticky when itâs done. Shape and Fill the Tteok: Once the rice cake is steamed, let it cool slightly.
